Arlington, Tx — Kelvin Bivens, 37, wanted by the Shreveport Police Department for attempted second-degree murder stemming from a January 7, 2025, shooting at the Economy Inn in West Shreveport, was arrested following a dramatic series of events in Arlington, Texas.

On Friday, January 10, 2025, at approximately 6:46 p.m., Arlington Police officers responded to an armed robbery in progress at a business in the 600 block of W. Pioneer Parkway. A 911 call from a passerby reported two armed individuals entering the establishment.
Officers quickly established a perimeter around the business. Two officers positioned at the back door saw one man flee on foot, while a second individual, later identified as Bivens, appeared in the doorway and opened fire. The officers returned fire, forcing the armed suspect to retreat into the building.

Bivens later attempted to exit through the front door, where officers stationed at the front took him into custody without further incident. Neither Bivens nor the officers were injured during the exchange of gunfire.
Inside the business, officers discovered multiple employees with their hands and legs bound with tape. The hostages were safely removed, unharmed. The individual who fled the scene has not yet been apprehended.
Bivens was booked into the Arlington City Jail on charges of aggravated assault against a public servant and aggravated robbery.
As per protocol, two investigations have been launched. The Arlington Police Department’s Homicide Unit is conducting a criminal investigation to determine whether any offenses were committed, while the Internal Affairs Unit is reviewing the incident to ensure compliance with departmental policies. Both officers involved have been placed on administrative leave pending the outcome of these investigations.
Shreveport Police have confirmed Bivens’ connection to the January 7 shooting at the Economy Inn, and further charges are expected. The investigation into the accomplice who fled remains ongoing.
