Caddo Parish, Louisiana – Former Assistant Oil City Police Chief Kelvin Douglas and ex-Caddo Parish Sheriff’s Deputy Barbara Allen were arrested on January 13, 2025, following an investigation into allegations of false impersonation of a peace officer.

The investigation, initiated by Caddo Parish Sheriff’s Office (CPSO) investigators on December 23, 2024, revealed that Allen, who was terminated from the Caddo Parish Sheriff’s Office in 2018, falsely claimed to be a police officer with the Oil City Police Department to enroll in law enforcement classes and pursue POST certification.
Allen had not been employed by any law enforcement agency since her termination but began attending law enforcement classes in 2021 based on these false claims.

Investigators determined that Douglas, then Assistant Police Chief in Oil City, assisted Allen by falsely verifying her employment with the department, enabling her to meet the enrollment requirements for the training program.

When Oil City Police Chief Diane Williams became aware of Douglas’s actions, he was immediately terminated. Chief Williams stated that Allen was never employed by the department and that Douglas’s actions were unauthorized.
Upon his termination, Douglas returned all issued equipment, including two badges for the Chief of Police, one of which was attached to his ballistic vest.
On January 10, 2025, CPSO Detective Jeremy Edward secured arrest warrants for both individuals.
Douglas was charged with false impersonation of a peace officer and unlawful possession of unauthorized peace badges. Allen was charged with false impersonation of a peace officer.
Both Douglas and Allen surrendered at the Caddo Correctional Center on January 13 to face the charges. The investigation remains ongoing.
