Shreveport, LA – On April 10, 2025, just one week after the launch of Ordinance 18 of 2025 and the implementation of Operation ASK BLUE (Addressing Squatters Knowledgeably – Bold Legal Unified Efforts), the Shreveport Police Department has completed its first large-scale enforcement action targeting illegal squatting in the city.
The operation, which took place Thursday morning in the Highland neighborhood, involved approximately 40 officers led by Assistant Chief Colette Kelly.
It was conducted in partnership with Property Standards, Animal Control, and other city departments. The coordinated effort resulted in the inspection of more than 50 properties and the arrest of five individuals.
Arrests included:
• Three individuals charged with violating City Ordinance 38-11 (B)
• One individual arrested for illegal possession of a stolen firearm
• One individual taken into custody on outstanding warrants
Animal Control officers also removed three aggressive stray dogs from the area during the operation.
The crackdown follows more than 100 reports from concerned citizens regarding potential squatter activity since the initiative launched last week. Authorities say squatter-related crimes often lead to burglary, trespassing, property damage, drug activity, and even structure fires.
Police Chief Wayne Smith, who was present during the operation, praised the collaboration between agencies and the community.
“This is about restoring order, safety, and peace of mind to our neighborhoods,” said Chief Smith. “Squatting is not a victimless crime, and today’s action is just the beginning. We’re committed to continuing this momentum until the problem is under control.”
Mayor Tom Arceneaux also commended the operation’s early success.
“This is a clear example of what happens when a community and its police department work together to solve real problems,” said Mayor Arceneaux. “Our residents spoke up, and our officers responded swiftly and strategically. This is exactly what we envisioned when we launched Operation ASK BLUE.”
The mayor also thanked the City Council for passing Ordinance 18 of 2025, which gave law enforcement expanded tools to address squatting.
In addition to enforcement, officers used the opportunity to distribute information about community resources, including services for homelessness, mental health, food access, and rental legal support.
Residents are encouraged to continue reporting suspected squatter activity by calling the Community Oriented Policing Bureau at (318) 673-6950, submitting a report via Port City 311 at shreveportla.gov, or using the Port City 311 mobile app.
Operation ASK BLUE will remain active in the coming weeks as part of the city’s broader strategy to ensure safe and livable neighborhoods for all Shreveport residents.
